The 2015 Electric Report explores the rising influence of independent power producers on the U.S. electric market. IPPs are capitalizing on both a favorable regulatory construct and the surge of renewables and distributed generation to raise their standing in the marketplace.
The influence of IPPs on new generation capacity has grown -- particularly in regions that have been deregulated. And where there’s interest in renewables, such as in the west and northeast, IPPs are seen as having more influence on new generation capacity.
The opposite appears true in the Southeast and Midwestern United States, where the regulatory footprint favors traditional utilities and demand for renewables has not reached levels seen elsewhere.
Overall, traditional utilities are skeptical that IPPs will develop large capacity in the near term. Many respondents to our survey say they believe IPPs will be capable of generating 20 percent or less of new capacity over the next three years.
Yet, rising participation in the grid by IPPs -- along with the increase of distributed generation provided by third parties -- is altering the game plan for many traditional utilities.
Providers say they’re responding by focusing even harder on their long-held, regulated assets that offer a guaranteed return – even as they make their own investments in distributed generation.
We believe that kind of balanced approach makes a lot of sense, as utilities wait for regulators to update their rules to account for advances in DG and other and other technologies.
